The Outlets at Hillsboro was a large outlet mall located at 104 Interstate Highway 35 NE in Hillsboro, Texas. Hillsboro is a small city situated between Waco and Dallas along the major north-south corridor of Interstate 35, making the mall accessible to travelers and residents in this central Texas region. The surrounding area is primarily suburban with highway access, serving as a convenient stop for shoppers traveling between larger metropolitan areas. Hillsboro itself is a town of around 8,000 people, not a major tourist destination or beach area, but strategically positioned on a busy interstate route. Originally developed in 1989, the Outlets at Hillsboro was once a bustling retail center spanning approximately 356,000 square feet and housing around 100 stores. The mall featured a typical outlet mix including fashion, footwear, and sportswear brands, along with home goods and some luxury brand outlets. It offered a variety of shopping options aimed at value-conscious consumers seeking discounted brand-name merchandise. Services included ample parking and food options, although the latter was more limited compared to larger malls. Over time, the mall declined significantly and by recent years was largely vacant, with only a couple of stores remaining. Currently, the site is undergoing major redevelopment. The original outlet mall structure is being demolished to make way for a new retail and restaurant development along the frontage road of Interstate 35. Planned tenants include national chain restaurants such as Chili’s, Panda Express, and Waffle House. The redevelopment project aims to create new retail spaces and potentially attract a big-box anchor store like a home improvement or grocery retailer. Construction began recently with an expected phased opening starting in 2026. The redevelopment reflects a shift from the traditional outlet mall format to a mixed-use retail and dining destination designed to better serve the local community and highway travelers. As of now, the Outlets at Hillsboro no longer operate as an outlet mall, and the site is transitioning into a new commercial hub with updated amenities, parking, and dining options. The redevelopment is part of a $75 million investment intended to revitalize the area and generate employment opportunities. Mall hours and specific store listings are not applicable at this stage due to the ongoing construction and transformation of the property.
